Cabrini to host virtual panel event analyzing Pennsylvania’s court system and impactful proposed reforms

On Thursday, February 11, from 7 to 8pm, Cabrini University will host Judging Pennsylvania’s Courts, a virtual panel discussion inviting attendees to learn about Pennsylvania’s court system, including a proposed constitutional amendment that will severely impact judicial elections. 

Organized by the League of Women Voters, the event features panelists Jamie R. Mogil, JD, Attorney and Election Fairness Expert, and Tuan Samahon, JD, Professor at Villanova University’s Charles Widger School of Law and Federal Court/Constitutional Law Expert, as they discuss Pennsylvania’s court systems and options for reform. The conversation will specifically address voter disenfranchisement and gerrymandering, particularly as they relate to HB38, a proposed amendment to the state constitution that would change the way we elect judges, as well as identifying ways to positively reform the Pennsylvania court system.

Attorney and Election Fairness Expert

Attorney and Election Fairness Expert Jamie R. Mogil, JD, has spent her career amplifying the voices of everyday people, first as a consumer and investor protection attorney, and more recently as a workplace and election rights lawyer, focusing on expanding voter access, securing elections, and ending gerrymandering in Pennsylvania

Following key roles in President Obama’s voter protection campaign and Hillary Clinton’s voter protection teams, Mogil headed the largest nonpartisan election protection coalition in Pennsylvania history, working for Common Cause PA as 2018 PA Election Protection Director. She spent two years as Coordinator for Resolutions for Fair Districts PA, creating and leading the process to pass hundreds of municipal resolutions supporting redistricting reform that now cover 9 million Pennsylvanians. Mogil has trained thousands of poll watchers, workers, and monitors to protect the vote.

As Vice President for Government and Social Policy for the League of Women Voters of Pennsylvania, she helped pass the first voting reforms in 80 years. These reforms include no-excuse absentee voting and assuring Pennsylvania’s voting machines have an auditable, paper trail. She is currently Voter Services Chair for the League of Women Voters of Lower Merion & Narberth.

Tuan Samahon, JDTuan Samahon, JD
Professor, Charles Widger School of Law, Villanova University

A 2017 Fulbright scholar, Law Professor Tuan Samahon, JD, teaches and writes in the areas of federal courts and constitutional law.

Engaged in interpreting and fashioning federal constitutional law, Samahon has testified before the U.S. Senate Judiciary Committee, Subcommittee on the Constitution, and has served as counsel in separation-of-powers and Freedom of Information Act litigation in federal trial and appellate courts. Recently, Tuan prevailed against the CIA in a civil action for the release of the draft fifth volume of its secret history of the 1961 Bay of Pigs operation. In addition to representing others, Tuan successfully sued the FBI for the release of agency records detailing high-ranking executive and judicial officers' abuses of power. 

His articles have been published in the Stanford Law Review, Ohio State Law Journal, Hastings Law Journal, William & Mary Bill of Rights Journal, University of Chicago Legal Forum, Denver Law Review, and Villanova Law Review, among others.
